| Experiences of a hard working, dedicated, generously helpful employee whose every "serious" concern about health & safety, fraud, sexual harassment, discrimination, neglect and abuses in in the work place should be made known publicly. Every concern was reported to the immediate supervisor and when not acted upon became a grievance which went up the channel of administrators resulting in denials. Those concerns reaching the Director were responded with "An Investigation by our supervisors showed that the complaint was without merit," or words to that effect. Each sitting Governor received letters of the most serious incidents without responding. The Supervisor told employee, "Go tell it to the Governor. We Supervisors back each other up." She did together withh her grievance charges without response from Gov. Early on HGEA agent response to concerns was "Don't make waves." The HGEA finally did something near employee's retirement date and succeeded in securing the LONG DELAYED promotion of the discrminated employee. Examples of a couple of incidents. ALL incidents documented in a 4-drawer file cabinet:. (Attorney rep DHS and another enters office adjacent to greivance hearing overheard DHS atty say, "She documents everything. Nobody does that" ...chuckling. 1. Employee frequently electrically shocked at her desk. Wire to her desk covered with tape from across office floor. Situation reported to Supervisors without action. A phone call to OSHA brought inspector, and Dept cited and fined some $14,000. 2. Women's restroom used by 75 employees in basment of the Liliuokalani Bldg goes a full year being cleaned ONCE a MONTH. No paper, filth everywhere. Photos sent to Health Dept. by DOE personnel ignored. Tired of being burned in the ear listening to employee, my wife, everyday for a year picking her up from work had me write a letter to Governor Waihee; then thought the better of it because responses from Govs, except Ariyoshi, always came from Gov's "advisor" negative. I addressed the letter to MRS WAIHEE, instead knowing she would UNDERSTAND how important a CLEAN rest room was for women. BINGO! A week later I,m told Mrs. Waihee had who's who of State brass in tow visting subject restroom. Custodian transferred; ladies elated and happy 3.Sexual harassment of new female employees by immediate supervisor. Rather than report it, females leave. Last straw new employee is my wife's friend's daughter. Supervisor begins to court her with flowers, buys concert tickets for two (she denies dating), he gives tickets away....then, she say "NO" to him driving her home from work...he insists and she finally relents. Reaching home her Dad see's her steping out of the car. As she approaches her father he asks who was it bringing her home. She said he is her boss. Furious her father says, "What kind that, boss bring you home?" She quit immediately...is now a public school teacher. My wife reported Supervisor's conduct to the HS Director. Director responded that Supervisor was not guilty of harassment....and then said, (WHY DID SHE HAVE TO SAY IT?) " He was warned to be careful." 4. FRAUD. Supervisor puts in daily overtime by holding back a document to be completed and submitted by an employee. She submits it, and gets away with being paid 1- 2 hours overtime daily year after year. It is approved by her Supervisor. State records document this. 5. NO Oversight = incompetence=millions LOST via DHS. One employee SAVED State $81,000 a year referring only 18 welfare clients to Social Security qualifying for MORE dollars thus SAVING our STATE that money and had 20 more clients whose applications are"pending". Supervisor KNOWS this, tells staff about it WITHOUT follow-up a/c "Eligibility workers" do not know what, where and how to send clients to Social Security. Its their JOB! Supervisors do not "Supervise" those Supervisors under them, all the way down the chain...so the public must suffer the consequences such as lose services, employee layoffs, furlough day fiascos and place our State into a "bankrupt mode" that should never have happened if the State was run as a BUSINESS of and for the PEOPLE! . |
